Inspection of residential swimming pools​ in 2024

Compliance with provincial regulations​

The Borough of Pierrefonds-Roxboro wishes to inform you that as part of the new provincial regulation on the safety of residential swimming pools, inspections were carried out during the summer of 2023 to verify the compliance of swimming pool installations, as well as their means of access. More than half of the pools surveyed have been inspected to date on the borough’s territory. The remainder will be inspected during the summer of 2024. ​

Following last summer’s inspections, letters will be sent out by the end of May 2024 to owners who are required to comply. These letters will specify the changes that need to be made to bring your pool into compliance. Owners of pools that already comply will not receive a notice.

​If corrective action is required on your part, we encourage you to take steps as soon as possible to avoid price increases, shortages of materials and labour, as well as delays. ​

Applications for a certificate of authorization must be submitted to our offices BEFORE any corrective work is carried out. This request is free of charge and does not require an appointment. Please note, however, that certificates of authorization cannot be obtained online.​ You must come in person at the Borough hall permit counter (13665, boulevard de Pierrefonds).

The following information and documents are required when submitting your certificate application

  • A power of attorney will be required if the applicant is not the owner. 
  • An estimate of the cost of the work involved. ​
  • A plan of the property showing the location of the pool and the enclosure limiting access to the pool.
  • A description and specifications  regarding fencing, materials, assembly, height, access door and safety devices such as automatic closing and locking systems. ​
  • The size of the mesh openings in the case of chain link fencing. ​
  • The location of equipment, filter, heat pump, etc. ​
  • The location of windows on an exterior wall of the building forming part of the enclosure. ​
  • Photos of the pool, fence, safety devices and exterior walls of the building showing the windows if a wall forms part of the enclosure.

REMOVABLE ENCLOSURES OR THOSE MADE OF NON-RIGID MATERIALS ARE PROHIBITED BY OUR ZONING BY-LAW. ​

It is your responsibility to bring your installations into compliance with the regulations. Deadline for compliance with provincial regulations is September 30, 2025.​
